Ensuring impactful and people-centred anticipatory action in Chad
In Chad, it is estimated that a third of the population will require humanitarian assistance in 2024 due to conflict, displacement and climate shocks. With the response already overstretched and challenged with limited funding, anticipatory action for predictable crises like those linked to floods and drought is more important than ever. If done properly, anticipatory action can allow humanitarian actors and affected communities to make informed decisions before the onset of a crisis, protecting lives and livelihoods, preventing disease and displacement, and saving time and money.
Approaches to anticipatory action must be guided by community voices and preferences to be effective, accountable and to reach their full potential. In this pilot project, Ground Truth Solutions is developing a survey tool that can be used to gather representative and robust data on community perceptions, preferences and priorities that can feed into the design and subsequent revisions of anticipatory action programs in Chad. This tool is being co-designed with anticipatory action experts and communities living in areas affected by floods in Hadjer-Lamis.
This initiative supports GTS’ long-term goal of working in areas targeted for anticipatory action to:
systematically collect data on community preferences and priorities, as well as on the quality of anticipatory action, the duration of perceived impacts, the successes and failures in reducing humanitarian needs, improving long-term wellbeing and strengthening resilience to recurrent shocks;
gather insight and recommendations on how to strengthen anticipatory action at all levels and foster better collaboration between communities, civil society, NGOs, government and international agencies.
expand the evidence base on what constitutes effective and inclusive anticipatory action.
