Cash Barometer in Somalia

Ground Truth Solutions has been tracking the experiences of aid recipients in Somalia and Somaliland since 2017. In this time, cash and voucher recipients have consistently requested more involvement and consultation from aid actors than they receive. Despite ongoing efforts to centralise Accountability to Affected Populations in Somalia’s response planning, there are still significant gaps in the inclusion of affected people in decision-making on aid.

Cash and voucher recipients, the vast majority receiving mobile money, often do not feel their opinions are considered by aid actors and tell us they need clearer key information from them, as the majority do not even know how long they can expect their assistance to last for. They call for broader coverage across the response, as a growing share of Somalia’s population is in need of humanitarian aid.

The Cash Barometer will continue to collect quantitative and qualitative perception-based data to support the humanitarian response moving forward. In addition to making sure people’s feedback is heard by humanitarians, we also close the feedback loop by returning to communities and discussing the issues they brought up with them, and gathering their suggestions of how the response can do better.
