Monitoring the adaptive safety nets system in Chad
The World Bank is assisting the Government of Chad to lay the ground work for an adaptive safety nets system targeting vulnerable households. To lead the project’s implementation, the Cellule de Filets Sociaux (CFS) was established by the Ministry of Economy and Development Planning in collaboration with the Ministry for Women and Family Affairs and National Solidarity.
Ground Truth Solutions assisted the World Bank and CFS in the monitoring of the pilot projects in the regions of Logone Occidental and Bahr-El-Ghazal. Through perception surveys and focus group discussions Ground Truth Solutions assessed how affected people perceive the relevance and effectiveness of transfers made under the Safety Nets Project. Understanding how recipients experience the support provided at various stages of the process – and acting on these insights – will allow the CFS to identify information demands and potential areas for improvement before scaling up the programme to include refugees and host communities.
